‘Chicago P.D.’ has kicked off its new season by exploring themes of loss and transformation within the Intelligence Unit. Kevin Atwater has taken on his final case before departing for an academy position in Atlanta, marking a significant transition for the original 21st District.

In addition to Atwater’s departure, Sergeant Hank Voight faces the challenge of integrating an outsider into the team. FBI agent Charlie Boyden has been assigned to assess the unit’s efficiency, and Voight has not been particularly welcoming.

The latest episode, ‘Under the Surface’, brings Voight and Boyden into direct conflict as a disturbing case unfolds. It begins with Boyden questioning Voight about a drug dealer’s case and some missing files, which Voight dismisses as simple misplacement. However, a tip from a former informant leads the team to a body count that exceeds the initial victim.

After leaving the office, Voight spots a tail and pulls over, discovering his former CI, LaSean Hutchens. LaSean advises him to check the water near an inlet, leading divers to recover bags containing the dismembered remains of a woman. Initially, the head is missing, complicating identification.

A group of mothers searching for their missing daughters arrives at the morgue, prompting the unit to focus on three girls. Ruzek discovers footage of a masked individual disposing of eight bags in the water, indicating that two remain unaccounted for. A search leads Ruzek and Voight to find the head, confirming the victim as Kendra Simmons.

The investigation points to a suspect named B-Rock, known for his involvement with teenage girls. Imani places a tracker in his vehicle, but the signal disappears. When it reappears at a warehouse, B-Rock’s driver, Tia, returns the tracker, offering information in exchange for money to leave Chicago, proving her credibility by referencing the blue bags used for the body disposal.

However, the unit’s funds are frozen, preventing them from using them. Voight confronts Boyden, who claims he cannot unfreeze the funds but can secure money from a private donor. Initially hesitant due to the strings attached to donor money, Voight eventually returns to Boyden to negotiate a deal: the funds in exchange for the missing files from the case Boyden previously inquired about.

Tia provides Voight and Burgess with crucial information, revealing that B-Rock confessed to murdering Kendra and dismembering her body in his basement. Although the initial search of his residence yields no results, a lead from Kendra’s mother directs Imani and Voight to a vacant building, where they discover hair with blood in a basement drain. When Voight confronts B-Rock, he pulls a gun, prompting Voight to shoot and kill him on the spot.

With the case seemingly resolved, Tia receives her payout and departs, while Boyden assists Kendra’s mother and allocates funds to the missing persons unit. However, a shocking twist occurs when B-Rock’s territory is quickly taken over, and Voight discovers LaSean dead in his car during a confrontation.

LaSean’s death suggests a much larger operation at play. B-Rock may have been just one part of a more extensive network, and whoever has taken over is moving faster than anticipated. Voight’s lead came from a man who is now dead, altering the perception of the original investigation.

This also escalates the stakes with Boyden. Voight now owes him the missing files, and Boyden has demonstrated his ability to manipulate resources beyond the unit’s reach. Some viewers may view him as a complex adversary, while others might question whether his assistance is a trap.
