Dick Wolf’s espionage procedural continues to intertwine high-stakes cases with complex personal dynamics. The latest episode delves into both aspects, culminating in three distinct storylines that resolve in unexpected ways.

The second season kicked off on October 5 with a 22-episode order, integrating the show into CBS’s full fall-to-spring lineup. Early in the season, Colin uncovers that Bill’s late father, Robert Goodman, had covert ties to the CIA. Meanwhile, Colin destroys the files he compiled on Toni but retains her photograph.

This sets the stage for “Radio Active,” which aired on October 19. By the episode’s conclusion, the team thwarts a chemical attack, Colin shares a kiss with Toni, and Katie requests space from Bill. Each of these moments carries significant implications.

The case begins with the suspicious death of an inventory supervisor at a chemical plant, initially deemed an accident until the team discovers he was using a false identity. He is revealed to be Kamal al-Tuinsi, a Syrian bomb maker who likely eliminated the real employee to assume his identity. This revelation makes an earlier intelligence warning all the more urgent.

The warning originated from Annie, an agent who operates remotely, and Nikki had initially brushed it off. Jane Adams guest stars as the code breaker. Annie managed to decode part of a message linked to previous bombings, but not enough to identify the next target.

The message was cleverly concealed, broadcast over shortwave radio, and Annie only had a fragment. Nikki and Gina tracked down a hobbyist who possessed a more complete recording, which pointed to a convention center hosting a private meeting about Syria. Tragically, the hobbyist was later found dead, highlighting the dangers faced by anyone who intercepts such signals.

Bill recognizes Annie’s symptoms as PTSD, a condition he has seen in returning soldiers, and he refuses to discuss sensitive information in her hallway. Inside her home, she maintains strict boundaries to protect her space from the outside world. Bill’s empathy gives his character a clear purpose throughout the episode.

When attackers target Annie, Bill and Colin step in to protect her, making it clear that remaining in her safe space is no longer feasible. With their assistance, she manages to escape while the rest of the team neutralizes the threat.

The quieter conclusion proves to be the more impactful one. Annie shares that her condition developed gradually: first, she avoided foreign assignments, then flying, and ultimately, leaving her home altogether. After the ordeal, she returns to her apartment, and the episode does not portray her escape as a definitive solution.

Colin expressed his disapproval of Nikki assigning Toni back to the field, but Nikki valued her expertise and kept her on lower-level cases. Toni, portrayed by Angela Sarafyan, resented being sidelined. By the episode’s end, Colin kisses her after she unexpectedly appears at his apartment.

This kiss reignites their romantic connection, leaving questions about whether her previous betrayal has been forgiven or if the team can trust her again. Colin spent the episode insisting she was untrustworthy, making the sudden shift feel abrupt and likely setting him up for further secrets.

Bill confides in Katie that his decision to conceal his CIA work was entirely his own, leading her to express her anger by asking for space. Katie, played by Caroline Pluta, has not reconciled with him by the episode’s conclusion. Their conversation remains superficial, and Bill’s fear of becoming like his father remains unresolved.

Critics had mixed reactions, with the Toni storyline receiving the most criticism. In its review, TV Fanatic rated the episode 2.5 out of 5, labeling Toni’s return as frustrating and suggesting the case would have benefited from being a two-parter. However, the review acknowledged Annie’s storyline as compelling and expressed a desire to see her return.

Seat42F rated the episode 6.5 out of 10, praising Annie’s narrative as the strongest aspect while critiquing Colin’s rapid romantic turnaround. Critics seem to agree on the highlights of the episode and the factors that held it back.

Next week’s episode, “Black Tie Optional,” airs on October 26 and will see the team going undercover at a gala while Bill confronts troubling revelations about his father. With Katie maintaining her distance and Toni back in Colin’s life, both leads are burdened with significant emotional baggage as they head into the field.
